Qinshihung is the first Empire in chinese history,he ascened the throne as the king when he was 13.And after he took over the reigfns of the garnment hinself,he began the task of conquering the six states .Include Chu,Yan,Zhao,Han,Wei.Finally he acheieved his victory and unified the Qin empire.And declared himself to be Qinshinghung,In order to consolidate his rule,he institued series of new pricies.Probably his greast contribution to the pactice of goverment in china is his establishment of the contralized state and abolition af the feduel system.He divided the country into 36 prefectures,he appointed twelve ministres who helped him make decision on state affairs.To further unify the country,Emporer Qin standized the system of weight and measures,All these measures helped to establish a high centralization of poltic,economy,military affairs and culture,
